Management bodies

Board of Trustees

The Board of Trustees comprises five representatives of employers’ associations and five representatives of employee organisations as well as two representatives of the Federal Government. The Board of Trustees selects its own members. It is the highest body of the Substitute Occupational Benefit Institution and directs it in accordance with statutory provisions, the provisions of the deed of foundation, the regulations and the instructions of the supervisory authority. It supervises the management, appoints the occupational benefits expert and appoints an independent auditor as a controlling body. The members of the Board of Trustees are appointed for a four-year term of office.

Board of Trustees committee

The Board of Trustees committee is the body responsible for general management tasks. It applies to the Board of Trustees in respect of all business with the exception of investments, in instances where the organisational regulations specify that it is not authorised to act autonomously.

Investment committee

The investment committee is the body responsible for the Substitute Occupational Benefit Institution’s investments. It applies to the Board of Trustees in respect of all business relating to investments in instances where the investment regulations and appendices specify that it is not authorised to act autonomously.

Management

The duties of the management comprise supporting and advising the Board of Trustees, the administration of the Substitute Occupational Benefit Institution and representing the Institution to the authorities and other organisations in matters of principle, as well as coordinating the activities of all the implementing offices. The members of the management are appointed by the Board of Trustees.

Implementing offices

Under Art. 60 of the LOB, the Substitute Occupational Benefit Institution is obliged to set up regional branch offices. It currently operates three branch offices, in Lausanne, Bellinzona and Zurich. The Substitute Occupational Benefit Institution also operates an implementing office (administration of vested benefits accounts) that manages unclaimed vested benefits.

Lausanne office

Occupational benefits in general and for the unemployed in French-speaking Switzerland

Bellinzona office

Occupational benefits in general and for the unemployed in Italian-speaking Switzerland

Zurich office

Occupational benefits in general and for the unemployed in German-speaking Switzerland
Administration of vested benefits accounts for the whole of Switzerland
mplementation of reinstatement Icontrol for the whole of Switzerland

Auditors

Each year the auditors audit the management, the accounts and the investments and monitor compliance with loyalty in the asset management and with statutory provisions.
BDO AG have been the auditors since 2016.

Occupational benefits expert

Each year, the occupational benefits expert verifies that the Substitute Occupational Benefit Institution offers security at all times that it can meet its obligations and that the insurance provisions in respect of benefits and funding comply with the statutory regulations.
Patrick Spuhler, Prevanto AG Vorsorgeexperten, has been the occupational benefits expert since 2002.

Investment controller

The investment controller monitors compliance with the investment strategy and mandate specifications and reports to the foundation bodies on a quarterly basis.
PPCmetrics has been the investment controller since 2010.

Supervisory body

The Substitute Occupational Benefit Institution is subject to the supervision of the "Oberaufsichtskommission Berufliche Vorsorge (OAK BV)".
