Answer: No. The Substitute Occupational Benefit Institution is a private occupational benefits organisation. It is a social partner foundation and is supported by major employee and employer organisations. The Substitute Occupational Benefit Institution is run according to business criteria. However, it accepts assignments on behalf of the Federal Government and therefore also has sovereign responsibilities (issuing orders).
